1、BelarusVisionforSustainableEnergyInternationalNetworkforSustainableEnergy-EuropeandMD-IAE,November2011.ThispaperdescribesaBelarusSustainableEnergyVision.Itincludesatransitionoftheenergysupplyanddemandwithphase-outoffossilenergyandenergyimportsovera50-yearperiod.I
2、fthisvisionisturnedintorealityitwillhaveanumberofpositiveeffectsforBelarusthatisheavilydependantonimportsforitsfossilfuelsupply.Withatransitiontodomesticenergysources,Belaruswillnolongerbehurtdirectlybytheenergypricesincreasesoffossilfuelsthatmanyexpectwillcomeas
3、aresultofthedwindlingresourcesoffossilfuels.Withrealisationofthevision,BelaruswouldalsobeinthefrontinthereductionoffossilfueluseandmitigationofclimatechangeamongformerSovietcountries,apositionthatcanbeveryvaluableinthefuture.Further,theemphasisonlocalresourceswil
4、lalsobenefittheeconomywithincreasedemploymentandamorepositivetradebalance.Thevisionincludesareductionofelectricityimports,increaseduseofrenewableenergy,strongemphasisonenergyefficiency,andreductionofnaturalgasuseafter2010.Factor4forEnergyEfficiency1InlinewithINFO
5、RSE’sglobalvisionforsustainableenergy,theBelarusVisionisbasedonincreaseofenergyefficiencytoreachanaveragelevelin2050similartobestavailabletechnologiestoday.Anumberofstudieshaveshownthatwithbestavailabletechnology,onthemarketorclosetomarketintroduction,itispossibl
6、etoincreaseenergyefficiencywithafactorfourormoreformostenergyuses.Mostenergyconsumingequipmentswillbechangedseveraltimesuntil2050,andifnewgenerationsofequipmentaremadewithoptimalenergyperformance,andmarketsaremadetopromotethemostefficienttechnology,itwillnotbeapr
7、oblemtoreachtoday'sbestavailabletechnology,eventhoughtheefficiencygainsachievedareverylarge,-intheorderof4times,similartoanannualincreaseofefficiencyofover2%peryearfrom2010.Thiswillnothappenbyitself,giventhatthe"natural"technologicaldevelopmentisabout1%peryear(pr
