1、滞留船舶指南Guidelinesforthedetentionofships对发现的缺陷是否足够严重以至可以滞留船舶作判定时，PSCO应评估：WhendecidingwhetherthedeficienciesfoundinashiparesufficientlyserioustomeritdetentionthePSCOshouldassesswhether：1．证书和文件Certificatesanddocuments1)相关的证书是否有效；Theshiphasrelevant，validdocumentation

2、；2)船舶配员是否满足最低安全配员证书要求；TheshiphasthecrewrequiredintheminimumSafetyManningDocumentequipment，fixedfireextinguishinginstallation，ventilationvalves，firedampers，quickclosingdevices；3）在检查中，PSCO应进一步评估船舶和／或船员及下一航次计划，以确认能够：DuringinspectionthePSCOshouldfurtherassesswhether

4、fireseffectivelyinanypartoftheshipifnecessary；（6)迅速弃船、安全和有效救助；Abandonshipspeedilyandsafelyandeffectrescueifnecessary；（7)防止环境污染；Preventpollutionoftheenvironment；（8)保持足够的稳性；Maintainadequatestability；（9)保持足够的水密完整性；Maintainadequatewatertightintegrity；（10)遇难情况下的通讯联系；
