2、ththeglobaleconomy.Thisrealizationledalmostim-mediatelytoinitiativestoliberalizeRussia’sforeign-traderegime.Thegov-ernmentloweredtariffssignificantly,reducedquotas,diminishedimporttradesubsidies,andformallyappliedinJune1993tobecomeamemberoftheGeneralAgreementonTariffsandTrade(GATT)—thep
3、redecessoroftoday’sWorldTradeOrganization(WTO).Since1993,Russiahascontinuedtoliberalizeitstraderegimeandtopur-suemembershipintheWTO,whichhasnearly150membersthataccountformorethan97percentofworldtradeatpresent.Russiahasthelargesteconomyofthemorethan30countriescurrentlynegotiatingmembersh
4、ip.1Today,Russianofficials—mostvisiblyPresidentVladimirPutinhimself—re-peatedlyandincreasinglyemphasizeRussia’sdesire,ifnotcommitment,toaccedetotheWTOasacriticalpolicyobjectiveforthecountry’sintegra-tionintotheworldeconomy.Theworld’smajortradingpowers,includingtheGroupofSeven(Canada,Fra
