2、对我国电力行业规制改革的借鉴分析了我国电力行业的改革历史电力行业的现状以及规制改革后运行情况得出现阶段电力行业仍存在许多弊端提出了我国自然垄断产业进一步规制改革本文一方面借鉴国外规制改革的成功经验另一方面结合中国转轨经济的实际情况提出如何在自然垄断产业实现竞争以促进电力产业的高效快速发展改革的具体措施首先对电力产业领域进行分解鉴别出自然垄断环节和非自然垄断环节提出了在非自然垄断环节进行进一步拆分实现公平市场竞争以提高效率对于具有自然垄断性质的环节政府规制是必要的提出在电力行业自然垄断领域实行激励性规制的改革思路由于自然垄断产业本身
