1、吸引社会资本进入基础设施建设领域对策研究ResolutionResearchForSocialCapitalAbsorptionIntoInfrastructureConstructionRealm学科专业：项目管理研究生：李颖湉指导教师：陈通教授天津大学管理与经济学院二零一五年十二月中文摘要我国实行多年的“以政府投资为主导、以国有企业为参与主体”的城市基础设施建设运营模式，以及单一的政府投融资渠道是造成我国城市基础设施建设资金不足的重要原因之一。当前，我国经济进入新常态，如何卓有成效地“吸引社会资本进入市政基础设施领域”，既是全面建成小康社会和改善民生的必然选择，

2、也是加快转变政府职能和深化投融资管理体制改革创新的重要举措。在这一背景下，本文基于相关理论方法，借鉴国内外城市在吸引社会资本进入基础设施建设领域方面的理论探索与实践经验，紧密结合天津城市基础设施管理改革创新实际，通过对近年来天津市城市基础设施建设领域投融资现状的分析，重点研究社会资本进入天津市基础设施建设领域的现状与存在障碍，根据非经营性、准经营性和经营性的基建项目分类，分别提出并论证了利用社会资本的四种直接模式和三种间接模式，拓宽社会资本进入基础设施建设领域的渠道，并且从建立科学的价格形成机制、设立必要的退出机制和完善相应的配套政策等方面，提出保障社会资本投资安全

3、和收益的对策建议。最后，针对城市基础设施建设领域的不同行业类别的不同情况，分别对市政道路及排水设施、轨道交通、公共交通枢纽建设投融资方式的选择提出了具体的建议和解决思路。希望这些措施方法和政策建议能在以后的城市基础设施建设投融资实践中，为基础设施建设突破资金约束，优化城市基础设施建设投融资结构，建设、更新和完善城市基础设施的供应，为城市居民创造更好的生活环境发挥作用。关键词：基础设施建设社会资本投融资模式价格形成机制退出机制ABSTRACTAsChinahasimplementedof"governmentinvestmentastheleading,takingt
