2、lopment(R&D),a$1.951billion(1.4%)increasefromtheFY2012estimatedfundinglevelof$138.869billion.TheFY2013ConsolidatedandFurtherContinuingAppropriationsAct(P.L.113-6),signedintolawonMarch26,2013,providedyear-longappropriationstoallagenciesforFY2013.Thelawincludeddivisionsincorporatingfiveofther
3、egularappropriationsbills—Agriculture,RuralDevelopment,FoodandDrugAdministration,andRelatedAgencies;Commerce,Justice,Science,andRelatedAgencies;DepartmentofDefense;DepartmentofHomelandSecurity;andMilitaryConstructionandVeteransAffairs,andRelatedAgencies—andincludedcontinuingappropriationsfo
4、ragenciescoveredundertheotherregularappropriationsbills.Agencyappropriationsweresubjecttooneormorerescissionsaswellassequestration.Forseveralagencies,researchanddevelopment(R&D)fundingisincludedinaccountswithnon-R&Dactivities.Forsuchagencies,unlessCongressprovidesfundingatthefullrequestleve
5、lasrequested,itisnotpossibletoknowtheagency’sR&Dfundinglevel.Insuchcases,thefundinglevelmaynotbeknownuntilitisincludedinthePresident’sFY2015budgetrequestand/oragencybudgetjustifications.WhenfinalappropriationsarenotresolveduntilafterthePresident’snextfiscalyearbudgetrequestisprepared(aswast
6、hecaseforFY2013appropriationsandthePresident’sFY2014request)fundingforagencyR&Dmaynotbeknownuntilthesubsequentyear’sbudgetrequest.However,someagenciesmayopttoprovidefundingestimates,publiclyorprivately(forexample,inresponsetoaCRSinquiry).Determinationoffundinglevelscanbecomplicatedbyanumber
7、offactors,includingrescissions,sequestration,supplementalfunding,transfers,andreprogramming.Agencyanalysesinthisreportusethemostcurrentinformationavailableatthetimethisreportwaspublished.FundingforR&Dishighlyconcentratedinafewdepartments.UnderPresidentOb
