2、tionsin2000．Asaneconomicsubjectofmanagement—independent，profit-and—lossself-responsibility,itstillfollowsthemanagementsystemofthepublicinstitutiontoacertainextent．However,theresultsofinheritingtheexistingmanagementhierarchylieininevitableproblemsofleadershipmanagementmechanism，

3、insufficientcorporationoperationmechanism，andinadequateself-motivationsystem．Thoughthescientificresearchinstitutionshaveexcellenthumanresource，tlleyarenotabletotaketheadvantageofitinsteadofdeservingperformance．WithjoiningintoWorldTradeOrganization(WTO)，theexistenceofthescientif

4、icresearchinstituteswillbeaseriousehaUengeifwestillliveontheoldmanagementsysteminsteadofimprovingthecorporationefficiencybyadaptingthenewmanagementhierarchy．Thisarticlefocusesonthepracticalenterpriseproblemresolvingusingtheappliedeconomicmanagementtheories，whichadoptedinductive

5、anddeductivemethodsandthecombinationofcasestudyandtheorystudy．Thereareafewachievementslistingasfollows．Accordingtothecasescollectingandstudyofthescientificresearchinstitution，weanalyzedanddrewtheconclusionofseveralclassicalreformationsofthescientificresearchinstitutionsandfound

6、outthesolutionscorrespondingtothereformationofthescientificresearchinstitutions．Ontheaspectofthesequenceoftimezone，combiningthehistoricalreformationandthepresenceoftheHunanProvinceCommunicationsResearchInstitution(HNCm)，weanalyzedtheinevitableproblemsresolvingmethodsthatinclude

7、boththemodementerprisehierarchyandmodemtechnologyenterprisehierarchybasedonthetheoriesofownershipandself-organizationsystem,andmotivationandconstraintsmanagementsystem．Ontheaspectofspatialzone，weanalyzedtheouterandinneratmosphereanddesignedtheblueprintanddevelopmentpolicy．Inthe
