2、sufficientlymaturedtowarranttheUnitedStatesinextendingpecuniaryaid.Thesubject,however,isonewhichwillimmediatelyengagetheattentionoftheGovernmentwithaviewtoathoroughprotectiontoAmericaninterests.Wewillurgenonarrowpolicynorseekpeculiarorexclusiveprivilegesinanymercialro

3、ute;but,inthelanguageofmypredecessor,Ibelieveittobetheright"anddutyoftheUnitedStatestoassertandmaintainsuchsupervisionandauthorityoveranyinteroceaniccanalacrosstheisthmusthatconnectsNorthandSouthAmericaaswillprotectournationalinterest."TheConstitutionguaranteesabsolut

4、ereligiousfreedom.Congressisprohibitedfrommakinganylawrespectinganestablishmentofreligionorprohibitingthefreeexercisethereof.TheTerritoriesoftheUnitedStatesaresubjecttothedirectlegislativeauthorityofCongress,andhencetheGeneralGovernmentisresponsibleforanyviolationofth

5、e第3页共3页Constitutioninanyofthem.ItisthereforeareproachtotheGovernmentthatinthemostpopulousoftheTerritoriestheconstitutionalguarantyisnotenjoyedbythepeopleandtheauthorityofCongressissetatnaught.TheMormonChurchnotonlyoffendsthemoralsenseofmanhoodbysanctioningpolygamy,but

6、preventstheadministrationofjusticethroughordinaryinstrumentalitiesoflaw.InmyjudgmentitisthedutyofCongress,whilerespectingtotheuttermosttheconscientiousconvictionsandreligiousscruplesofeverycitizen,toprohibitwithinitsjurisdictionallcriminalpractices,especiallyofthatcla

7、sswhichdestroythefamilyrelationsandendangersocialorder.NorcananyecclesiasticalorgaanizationbesafelypermittedtousurpinthesmallestdegreethefunctionsandpowersoftheNationalGovernment.Thecivilservicecanneverbeplacedonasatisfactorybasisuntilitisregulatedbylaw.Forthegoodofth
