1、我国服务型行政文化塑造研究中文摘要行政文化是行政管理之魂，它直接影响到社会公众如何看待政府及行政官员的角色、职责、作用、权力以及如何处理与政府部门和行政人员的关系。行政文化影响了政府工作人员如何看待政府与自己个人的社会角色与职责，如何看待权力及其分配，如何选择行政方式，如何处理成员内部之间的关系及其与社会的关系，如何履行自己的行政职责，并且决定了我国行政体制改革是否成功等等。改革开放以来，我国在政治、经济、社会、文化等各个领域都有了举世瞩目的发展，人们的权利、民主、参与、法治意识有了明显的提高。而我国当前的“权力本位”
2、文化客观上已不能满足现实社会发展的需要，更不能适应服务型政府建设在我国的全面开展。因此，行政文化的塑造必须与服务型政府的内涵、本质和特征相一致，其目标就是塑造“以人为本”、“以公民导向”和“以结果为导向”等为主要内容的服务型行政文化。本文把我国社会、经济、政治的急剧变化作为切入点，着重分析了我国服务型行政文化塑造中的影响因素，包括外在动力、内在动力和阻力，并对我国服务型行政文化塑造中阻力存在的原因进行了阐述。力求在明确服务型行政文化塑造指导思想的基础上，通过消解我国服务型行政文化塑造过程中的阻力来构建与服务型政府相适应
