2、pingandleastdevelopedcountrieswishingtoaccesstheEU'spreferentialtradearrangements,whileensuringthenecessarycontrolsareinplacetopreventfraud.Thenewrulesoforiginwillapplyfrom January01,2011.TheRegulationadoptedbytheCommissionwillconsiderablysimplifytherulesoforiginsothattheyareeas

3、ierfordevelopingcountriestounderstandandtocomplywith.Thenewrulestakeintoaccountthespecificitiesofdifferentsectorsofproductionandparticularprocessingrequirements,amongstotherthings.Inaddition,specialprovisionsareincludedforLeastDevelopedCountries(LDCs)whichwouldallowthemtoclaimor

4、iginformanymoregoodswhichareprocessedintheirterritories,eveniftheprimarymaterialsdonotoriginatethere,theEUstatementsaid.Inthetextilesandclothingsector,whichisofparticularimportancetomanybeneficiarycountriesbutinparticularLDCs,single-stageprocessing(manufacturefromfabric)isallowe

5、dforLDCsinsteadofthetwostagesofprocessing(manufacturefromyarn)requiredbythepreviousrules.ThatmeansclothesmadeinBangladeshfromJanuary2011willhaveduty-freeaccesstotheEUmarketeveniftheyaremadeofimportedfabrics.DutyintheEUmarketonwovenandknitRMGisonaverage12%and12.5%respectively.The

6、GeneralisedSystemofPreferences(GSP)isapreferentialtradearrangementwhichgivespreferentialtarifftreatment(i.e.reducedorzeroimportduty)toimportsfromdevelopingcountries.Itisaunilateralarrangement(i.e.grantedautonomouslybytheCommunity,andnotreciprocal).Itincludestheso-calledEverythin

7、gButArms(EBA)arrangements,whichgrantsduty-andquota-freeaccesstoallgoodsexceptarmsoriginatingintheleastdevelopedcountries(LDCs).RulesofOrigin(RoO)arethemeansbywhichitisdeterminedthatgoodsreallywereproducedormanufacturedinthebeneficiarycountrytowhichthepreferentialtarifftreatmenti
